A dwarf columnar blue Port Orford Cedar.  The plant is dense, with upright branches, and the foliage is juvenile and powder blue.  An interesting characteristic is that the plant grows in a spiraled fashion.  Found as a seedling by Anthony P.J. de Beer in Tilburg, Holland. Plant with gold foliaged plants for great contrast. These trees are grafted onto a special Disease Resistant rootstock, so they can be grown successfully in climates that are often susceptible to these problems. Dr. Everett Hansen at Oregon State University has developed this Phytophthora lateralis resistant rootstock, and is commonly used to graft certain species, like Chamaecyparis lawsoniana onto.
